Calling 999 to report a crime - question

Ok this is a little random but im trying to settle an arguement to see who is right.

 

Person A is in northern ireland, Person B is in London.

 

If Person A knew that Person B is in trouble and calls 999 from northern ireland can Person A report the emergency as normal to the local 999 office and they will dispatch police in london to deal with the emergency?

yes is the answer.

 

Same as when someone got stuck up a mountain and phoned home. they called the police who relayed the message to local rescue services and the person involved was rescued. happened a few times to my knowledge.
